Before you can even apply to a Belgian university, you need your Algerian Baccalauréat officially recognized in Belgium. This is called "équivalence" (equivalence). You apply to the Service des Équivalences of the Fédération Wallonie-Bruxelles. This is a MANDATORY step — without it, no university will accept your application.

For applicants in Algeria: Algerian Baccalauréat holders generally get good equivalences in Belgium, especially for science and math streams. Make sure your documents are in French — if any are in Arabic, get them translated by a sworn translator before sending.
Once you have your equivalence, you can apply to Belgian universities. In the French-speaking community (Wallonia-Brussels), applications are made directly to each university. Some programs (medicine, engineering, dentistry) have entrance exams. Popular universities for Algerian students: ULB (Bruxelles), UCLouvain, ULiège, UNamur, UMons.

With your university admission letter, apply for a Type D student visa at VFS Global in Algiers. You'll need to prove you have sufficient funds (€7,272/year minimum) and provide a medical certificate and police clearance.
